list_counties- List all 39 Washington State counties. Use this to find the correct county name for filtering search results.
search_resources(tier, limit, query, county, category, language)- Search cancer support resources in Washington State. Filter by category (housing, food, mental-health, financial, legal, care, transport, children, rights, programs, education), county, tier, or free-text query. Returns matching resources with name, description, phone, URL, eligibility, and cost.
